Destroyer USS Lenah Sutcliffe Higbee Delivers to the Navy

The final Flight IIA Arleigh Burke destroyer to be built at Ingalls Shipbuilding delivered to the Navy on Tuesday, the service announced.
Lenah Sutcliffe Higbee (DDG-123) delivered to the service in a small ceremony at the Pascagoula, Miss., yard, during which the shipyard signed over ownership of the ship.

“Delivering an incredibly capable finished ship to the Navy is always an important event for our Ingalls team,” said Kari Wilkinson, president of Ingalls Shipbuilding, in a statement.

Higbee was procured as part of a 2013 multi-ship award between Ingalls and General Dynamics Bath Iron Works, Maine. The keel was laid in 2017, and the ship launched in 2020.

The destroyer is built around the Lockheed Martin AN/SPY-1D air search radar and the Aegis Combat Systems Baseline 9C2 installed, according to Naval Sea Systems Command.

Nimitz Carrier Strike Group Departs San Diego for Pacific Deployment

The Nimitz Carrier Strike Group left San Diego, Calif.for a Western Pacific deployment.
USS Nimitz (CVN-68) left its pier at Naval Station North Island at around 8 a.m. Saturday local time, according to ship spotters and headed out into the Pacific.

“USS Nimitz (CVN-68) departed San Diego, Calif. to conduct operations in U.S. 3rd Fleet,” reads the statement. “Nimitz is the flagship for Carrier Strike Group (CSG) 11 and is ready to answer the nation’s call and deliver combat-ready naval forces to deter, and if necessary, win conflicts through sustained and forward naval presence.”

The carrier left its Bremerton, Wash., homeport on Nov. 28 and sailed to San Diego to pick up the carrier strike group leadership before leaving California, Navy officials confirmed to USNI News. The carrier left Naval Base Kitsap, Wash., with 2,500 sailors aboard, according to the Kitsap Sun.

“The sailors assigned to Carrier Strike Group 11 are manned, trained and certified to deliver combat-ready naval forces to deter, and if necessary, win conflicts through sustained and forward naval presence,” Rear Adm. Christopher Sweeney, commander of CSG 11, said in a statement to the paper last week.

Nimitz, the oldest aircraft carrier in the fleet, its escorts and Carrier Air Wing 17 completed their Composite Unit Training Exercise (COMPTUEX) in October ahead of the deployment. The carrier was sidelined for two weeks in late September after the crew discovered potable water tanks aboard Nimitz were contaminated with jet fuel.

The carrier is deploying with USS Bunker Hill (CG-52), the oldest cruiser in the fleet, the staff of Destroyer Squadron 9 and five guided-missile destroyers USS Decatur (DDG-73), USS Paul Hamilton (DDG-60), USS Chung-Hoon (DDG-93), USS Wayne E. Meyer (DDG-108) and USS Shoup (DDG-86).

Nimitz‘s last deployment was at the height of the COVID-19 pandemic. The Western Pacific deployment was preceded with a quarantine period for the crew that began in April 1, 2020. The deployment ran from June 8, 2020 to March 4, 2021 – meaning the carrier crew was deployed eight months and 28 days, and away from home for 11 months and seven days.

Carrier:

USS Nimitz (CVN-68), homeported in Bremerton, Wash.

The “Kestrels” of VFA-137 – F/A-18E – from Naval Air Station Lemoore.
The “Blue Diamonds” of VFA 146 – F/A-18E – from Naval Air Station Lemoore.
The “Cougars” of VAQ-139 – EA-18G – Electronic Attack Squadron (VAQ) – from Naval Air Station Whidbey Island, Wash.
The “Sun Kings” of VAW-116 – E-2D – Carrier Airborne Early Warning Squadron (VAW) – from Naval Air Station Point Mugu, Calif. The “Providers” of VRC-30 – C-2A – Fleet Logistics Support Squadron (VRC) – from Naval Air Station North Island, Calif. The “Indians” of HSC-6 – MH-60S – Helicopter Sea Combat Squadron (HSC) – from Naval Air Station North Island. The “Battle Cats” of HSM-73 – MH-60R – Helicopter Maritime Strike Squadron (HSM) – from Naval Air Station North Island.

Cruisers:

USS Bunker Hill (CG-52), homeported at Naval Station San Diego, Calif.

Destroyers:

Destroyer Squadron 9

USS Wayne E. Meyer (DDG- 108), homeported at Naval Station Pearl Harbor, Hawaii.
USS Chung-Hoon (DDG-93) homeported at Naval Station Pearl Harbor.

USS Dwight D. Eisenhower Wraps 15-Month Repair Period
Five U.S. Aircraft Carriers Underway

USS Dwight D. Eisenhower (CVN-69) left the shipyard for the Atlantic on Dec. 1 for four days of sea trials after 15 months in the yard.

“Sea trials is an at-sea testing phase designed to evaluate IKE’s capabilities in surface and flight deck operations, seamanship, and damage control readiness. It’s kinda like taking your car out for a spin after it’s been in the shop,” reads a tweet from the ship’s official account.
“IKE executed many evolutions including testing AFFF sprinklers, running counter-measure wash-down system, conducting high-speed turns, running aircraft elevators, testing radars and launching small boats.”

The 45-year-old carrier completed back-to-back deployments on July 18, 2021. The first deployment kept the carrier at sea for seven months without a port call during the height of the COVID-19 pandemic. The carrier then pulled into Naval Station Norfolk on Aug. 25, 2021, according to a release from the Navy.

“The Mighty IKE crew has been preparing for sea trials since we entered the PIA at NNSY,” said Capt. Paul F. Campagna in a statement posted on Twitter. “They have shown extreme professionalism and ownership of their ship, and they are ready to take IKE out to do what we do best — launch and recover aircraft.”

Five U.S. aircraft carriers were underway across the world following the deployment of the Nimitz Carrier Strike Group from California.

Along with USS Nimitz (CVN-68), which left California on Dec. 3, aircraft carriers USS Ronald Reagan (CVN-77) and USS George H.W. Bush (CVN-77) are deployed and underway in the Philippine Sea and the Mediterranean Sea, respectively.

In addition to the strike groups deployed for national tasking, USS Carl Vinson (CVN-70) departed its berth in Naval Air Station North Island for a sustainment exercise on Saturday, while USS Abraham Lincoln (CVN-72) left for its own sustainment exercise on Nov. 29.

New Defense Budget: Navy - 11 Battle Force Ships, $25M for Nuclear Cruise Missile Research

Fiscal Year 2023 defense policy bill released late Tuesday night authorizes a $32.6 billion shipbuilding budget for the Navy to build 11 battle force ships.

The Bill would authorize: “three Arleigh Burke-class destroyers; two Virginia-class nuclear submarines; two expeditionary fast transports; one Constellation-class frigate (FFG); one San Antonio-class amphibious ship (LPD); one John Lewis-class oiler (AO); and one Navajo-class towing, salvage and rescue ship,” according to a summary of the bill provided to USNI News.

The three Arleigh Burke-class destroyers will be the first of a 15-ship multi-year deal that aims to buy three Flight III destroyers a year. The Navy initially asked for two ships in FY 2023 as part of a proposed nine-ship multi-year destroyer deal with an option for a 10th in its latest budget submission.

“We believe that the DDG Flight III destroyer is the most capable large surface combatant in the worldwide inventory of the Department of Defense, recognize that the Department plans to retire 18 large surface combatants over the next 5 years and yet procure only nine new large surface combatants during the same period, and urge the Department to maximize savings and provide stability to the large surface combatant industrial base through the use of multiyear procurement contracts for the maximum number of ships authorized by this provision,” reads the explanatory statement released with the bill language.

The Bill also includes $289 million for advanced procurement for the LHA-10 big-deck amphibious warship, the advanced procurement for LPD-33 and $250 million for surface combatant development research and development. The addition of the LPD-33 advanced procurement is in line with the Marine Corps number one priority on its unfunded requirements list.

The Bill also restricts the Navy’s plan to decommission 12 ships – five Littoral Combat Ships, four dock landing ships, two Montford-class expeditionary transfer docks, and one Ticonderoga-class guided-missile cruiser.

The service and the Office of the Secretary of Defense have said since the submission of the FY 2023 budget that the Navy needs to divest legacy ships to move money into emerging capabilities like hypersonic weapons and new ships.

The Bill also includes language that would lay the groundwork for an acquisition strategy for the Navy’s next-generation guided-missile destroyer DDG(X) and provides incentives for shipbuilders to develop their workforce and expand capacity.

Navy leadership has consistently said the shipbuilding industry is operating at maximum capacity and the service has requested what the yards can support.

“You cannot throw much more money at the seven shipbuilders that build U.S. warships in the United States of America right now,” Chief of Naval Operations Adm. Mike Gilday said on Saturday at the Reagan Forum, according to Seapower. “Their capacity is about at max, and Congress is helping us max them out. I would say the same thing for weapons production … If you take a look at our budget and where we’re putting money, we are trying to send a very strong signal to industry that we need consistent, stable production lines for weapons with range and speed for a long time.”

Additionally, the bill authorizes $25 million to continue the research and development of the nuclear sea-launched cruise missile – SLCM-N – a capability that the Joint Chiefs of Staff and U.S. Strategic Command have supported, but the Biden administration rejected because officials argued in the latest nuclear posture review that it has “zero value.”

In aviation, the bill restricts the retirement of EA-18G Growler electronic warfare aircraft and “requires a report outlining a strategy and execution plan for the Navy and Air Force to continuously and effectively meet airborne electronic attack training and combat requirements of the joint force.”

The bill also continues the F/A-18E/F Super Hornet line with the purchase of an additional eight fighters, 16 carrier-capable Navy F-35C Lighting II Joint Strike Fighters, 15 Marine short takeoff and vertical landing F-35Bs, 12 Marine CH-53K King Stallion heavy lift helicopters, two V-22 tilt-rotors, seven E-2D Advanced Hawkeye airborne early warning aircraft, five Marine KC-130J tankres, three MQ-4 Triton surveillance unmanned aerial vehicles, four MQ-25 Stingray unmanned aerial fuel tankers and five unspecified large UAVs for the Marine Corps.
